June 25, 2007
A meeting of the Sharon Board of Health was called to order on June 25, 2007, at 7:40 P.M., in the Sharon Town Office Building, with the following members in attendance: Anne Bingham, Chair, Suzi Peck, Jay Schwab, and Stan Rosen. Jim Andrews, Health Agent for Engineering, was also present.

Feeding waterfowl - proposed regulation/bylaw
The Board reviewed the proposed regulation/bylaw against feeding geese within 200 feet of any public body of water, in the interests of protecting the water and public health. The proposal will be revised to cover public property only....with strong recommendation that no one should feed the geese on private property. The proposed fines will be the same as for the pooper scooper regulation/bylaw. The Board will revisit this proposal and vote on July 9th. No hearing is required. The Board will present this to Town Meeting in 2008 as a proposed bylaw.
Health Agent for Sanitary Inspections and Enforcement
The Board members reviewed all applications, and requested that both Jack Lapuck and Bill Iannucci come to the meeting on July 9th.
Proposed meeting Schedule
The Board approved the following dates for future meetings: August 13, August 27, September 10,
and September 24.
Hearing: initial plan review and/or initial site inspections
(VOTED:) Peck/Bingham...unanimously to approve the follosing fees for initial plan review and/or initial site inspections of food service facilities and any other establishments under the jurisdiction of the BOH (for sanitation purposes):supermarkets: $300, restaurants and dining areas for HSP’s: $200; semi-public, public, and commercial swimming pools and spas: $150; and all other items requiring plan review and/or site inspections for sanitation purposes: $100. Also: revisions to plans: $25. These fees will go into effect 30 days following publication of this notice.
Draft MRC Executive Committee Mission statement
The sense of the Board was to approve the draft mission statement, with Stan Rosen’s suggested change: “... when requested by the Sharon BOH..”.
Sharon Commons: (Elizabeth Barnett arrived during this discussion.) Atty .Bob Shelmerdine, Ken Caputo of Coler and Colantonio,and Keith Dobey of F.R. Mahoney were present...to provide an update on the project in general and, in particular, on the wastewater treatment plans. Groundwater Discharge permit will accommodate both planned residential and commercial projects. Commercial project requires 57,000 gpd; total estimated at 95,000 gpd. Suzi Peck and Jay Schwab noted disappointment in the change of plans regarding the 168 housing units...which were originally to be located directly across from Shaw’s. Atty. Shelmerdine stated that this change had been made prior to the Special Town Meeting, and that some of the Boards had been made aware of this change. Anne Bingham noted
that DEP generally does not approve a wastewater treatment plant until all the sewer lines and fully drawn buildings are shown. Suzi Peck stated that the BOH will not be able to approve the wastewater treatment plant (wtp) until the Board sees the plans for residential projects proving only 2 bedroom units (with no plans for rooms which could, potentially, be used as bedrooms). Mr. Dobey of F.R. Mahoney stated that he had met with DEP and was told they understood the commercial section would be built now, with a potential for residential in the future. DEP told him a treatment plant can be built larger than needed, but that the applicant would need to prove the system appropriate for a residential component later. Anne Bingham asked for a copy when project files with MEPA. BOH asked for 7 copies of all documents....which have been provided to DPW (but not to BOH). There are a total of 498,000 square feet....496,000 leasable area plus 2000
square feet for wtp. Mr. Dobey discussed technical aspects of the wastewater treatment plant. Anne Bingham requested that the membrane explained by Mr. Dobey be included in the wtp. This would provide an extra level of treatment greater than”drinking water quality”, i.e., wastewater treatment re-use quality. Mr. Caputo stated that the proposal (for a membrane) would be brought back to the owner as a request of the BOH.
The project has been filed with ZBA. They hope to file with BOH and DEP for wtp around July 16th; they will provide 7 copies of all documents directly to BOH. Meeting was adjourned at 10 PM.
